Wine-makers could get easier license getting conditions if they declare their harvest of grape. This could push the sector and help to increase the quantity of Russian wine on the shelf, say experts. This relaxation of restrictions will touch those wine-makers who produce wine from proper grape. The essence of the idea is in giving federal marks according to declared volume of harvest. “The fact is that from 1 kilo of grape one can get 1 bottle of wine. If it is more, it should be a reason for control”,- sais Leonid Popovich, director of the Union of Vine-growers and Wine-makers of Russia. 80% of wine cheaper than 100 rubles per bottle are false. “That is why declaring is an easy and simple to understand way of control of who what and how much produces. It doesn't ask for analysis in laboratories, and will destroy administrative barriers that don't let Russian wine-making develop.” - continue Leonid Popovich. According to his words, license obtainment is very expensive as costs about million rubles. “Not every producer can afford himself such dispenses, so today grow vine and make wine from the grape is not profitable. Seeing data of early 2012, there are 63 thousand hectares of vine, and we keep this figure more than 10 years, can't grow up. And a third part of wine sold in Russia is imported.” Russian Alcohol Control Department together with players of wine market in summer 2012 presented a package of proposals for change in the market. The project should have been discussed at a meeting with vice-premier, authorized representative of the President in the Northern Caucasus Federal District, Alexander Khloponin, but the meeting was transmitted twice and it is planned to the beginning of the coming year. Market players hope that their proposals would be discussed there. Apropos, for wine-makers who will use raw materials from Argentina or Chile or whatever else, the regulation would not change. As explains Russian Alcohol Regulation Department licenses will be given through self-regulative organizations (SRO) which will be responsible for the quality of the products coming into the market.
